The Inland Revenue Board of Malaysia has introduced updated regulations regarding Tax Clearance Letters for individuals, which officially took effect on November 1, 2025. Under these new guidelines, employers are exempt from filing specific notification forms for foreign workers who change jobs within the country without receiving a final payout. While amendments to tax applications must now be processed through the online e-SPC portal, certain actions like cancellations still require a manual physical visit to a tax office. Additionally, individuals departing from Malaysia must now provide a Declaration of Resident Status to help the authorities calculate final tax obligations accurately. These reforms aim to reduce administrative workloads for businesses while ensuring strict adherence to the Income Tax Act 1967. Together, these changes represent a shift toward digital integration and streamlined compliance for the Malaysian workforce.
